Martyn’s Law – what you need to know
The Terrorism (Protection of Premises) Act – aka Martyn’s Law – aims to improve public safety and reduce the risk of physical harm to people from acts of terrorism. The legislation requires the responsible person for organisations that fall within its scope to implement reasonably practicable public protection measures. These must be tailored to the premises within their organisation. The government has estimated that over 180,000 premises across the UK, in a wide variety of sectors, will be in scope of the legislation.

Under the Terrorism (Protection of Premises) Act, premises in scope must take reasonably practicable steps to protect the public. The Act applies to premises that are used for any of the qualifying activities and where more than 200 people could reasonably be present.
The “Reasonably practicable” principle is anchored in health and safety and fire law, and requires weighing the nature of the risk against the resources available and the cost, time, and effort needed to reduce it. Organisations must have clear procedures for evacuation, invacuation, lockdown, and communication during an incident, and staff must be trained to carry these out effectively.
